Should the ICANN translate the next new gTLD applicant guidebook to Russian?

Ukraine was invaded by Russia and many were are killed, raped and much more. Should the ICANN keep supporting Russia during this invasion by translating the next new gTLD applicant guidebook to the Russian language?
