First batch for applications in competition

ICANN is pretty clear regarding string contention: " In the event that more than one organization applies for the same or similar top-level domain, all applications for those contending strings will be placed into the earliest batch designated".

Many strings listed on the famous and up-to-date Registries.tel new gTLD alphabetical directory (:-) can now be sure they will be selected in the first batch. Some more have been added below in the list according to rumors. These applications may take up to 20 months to be validated by ICANN. Some of these strings could be:

  • .BAYERN;
  • .BERLIN;
  • .FILM;
  • .FREE;
  • .GAME;
  • .HEALTH;
  • .HOTEL;
  • .MED;
  • .MUSIC;
  • .NYC;
  • .PARIS;
  • .RADIO;
  • .RESTAURANT;
  • .SCOT;
  • .SHOP,
  • .SKI;
  • .SPORT;
  • .SURF;
  • .TOKYO;
  • .VEGAS;
  • .WEB;
  • .WINE.

Is it possible for city tlds to be in contention?
My understanding was that they required endorsement of the municipality.

Yes it is, the Applicant Guidebook says (1.1.2.10): "In the event of contention between applied-for gTLD strings that represent geographic names, the parties may be required to follow a different process to resolve the contention. See subsection 2.2.1.4 of Module 2 for more information."

Also (2.2.1.4.4): "If an application for a string representing a geographic name is in a contention set with applications for similar
strings that have not been identified as geographical names, the string contention will be resolved using the string contention procedures described in Module 4."

I thought "earliest designated" means that all applications for the same string will be batched in the same batch as the best scoring one, not necessarily the earliest batch though.
