As the web site says : P2P means "Peer-2-Peer" exchanged DNS data and is not about file sharing.
The project explained here wants to create a domain name extension without going through the ICANN procedure.

New DASHCOM Domains launched:
There are over 200 million dot domains names already registered (including around 90 million dotcoms). With only a handful of web addresses actually memorable to the general public, all benefits seem to rest with the big players and competition is being stifled.
But now there’s a parallel internet offering Dashcom (not Dotcom) domain names where you can create any Domain and any TLD in any language. Dashcom Domains are in the format http://music-com and http://stock-market (examples only). Totally free of charge, ICANN rules do not apply here.
Yes, there’s an APP but there’s also an ISP link-in to negate that need. Designed to run alongside ICANN’s domain names, Dashcoms can’t collide with Dotcoms. Popularity is growing as there are now members and users in over 90 countries worldwide.
Not so long ago, people would have thought a retailer utterly crazy to waste time and money trying to sell anything over the Internet. After all why would customers want to buy hugely expensive computers, get extra phone lines, buy modems, buy the OS, learn how to use it etc etc…..All for a website that no-one would ever see……Why?.... When all they had to do was pick up a phone.
Having just one Internet in infinite cyberspace is like saying you can go anywhere you like in America as long as you stick to route 66. So today, just as in the USA (and everywhere else in the world) your Internet has more than a single road to travel.
